Relatives of an year-old Fitchburg girl who was found Tuesday several hours after police issued an Amber Alert told police she left home willingly with a man and had been sneaking out of the house to meet him, according to a search warrant filed Wednesday in Dane County Circuit Court.
Juan Manuel Ocampo-Lagunas, 20, was charged Wednesday with two counts of first-degree sexual assault of a child in an alleged ongoing sexual relationship with the girl, who told police she planned to run away with him to Mexico next month, according to a criminal complaint.
Fitchburg police are looking for Ocampo-Lagunas, who is described as 5 feet 8, pounds with brown eyes and black hair. According to the complaint, the girl told police she had been seeing Ocampo-Lagunas for about six months.
The search warrant, for Ocampo-Lagunas' apartment on Red Arrow Trail, states that an uncle told police the girl left home on Monday with Ocampo-Lagunas, whom she had been forbidden to see. A friend of the girl told police the girl had told her several weeks ago about the plan to run away with Ocampo-Lagunas, and the friend told the girl's mother. Another friend of the girl told police that on Monday, as the two walked to catch a bus after school, the girl handed her a bag containing a white substance and said her boyfriend had given it to her, the search warrant states.
Police tested the substance and found it was not cocaine, heroin or methamphetamine. Police speculated in the warrant that Ocampo-Lagunas may have been testing the girl to carry drugs for him. At Ocampo-Lagunas' apartment, police seized two boxes of documents, two video cameras, six videotapes and photos of him with the girl, among other items, according to an inventory filed with the search warrant.
